Kastigir
Cheap, fast, or reliable. Pick 2.
alex37211
Your first step should be to find an H22 engine, tranny, and ecu. Not exactly cheap, but the most logical plan in my mind; other than selling it to buy a lighter car (civic). Accords weren't made to go fast. They have extremely long gears. At least try and pick up a prelude transmission. Then maybe get a cam for it.
jerrodh
H22 swap is easily the most popular and possibly the best option. As said you can't be cheap, reliable and fast all at once.

Don't waste your money on that BS chip. They don't work. Here is what you need. $1900 + shipping. Add $300 and ya get an LSD. I'd do it. http://www.hmotorsonline.com/shop/sc2000se...&item=30016
