OBD2 port help not the fuse

I have a 97 sol si. I swapped the engine to a b16a. I have no power to the obd2 port. The fuse is good under the hood and also replaced it just incase. I do have an aftermarket radio, so I don't know if that is the issues as my dome light, door buzzer and intermittent wipers don't work right now. Didn't know if that would cause the obd2 port not to work as well. I have no power or ground. I checked the ground under the dash on the driver side. I did a ton of google searching only finding the fuse to fix the issue. Any help is appreciated. 

 

the car: 97 del sol si OBD@A car. Had a y8. b16a swap with y80 GSR trans. Oil pump swap to run the crank sensor. CFK 2 wire sensor spliced in to the 3 plug with the middle (Ground wire) left disconnected. Y8 wire harness to a OBD2A jumper to OBD2B running a P2T ECU. The ECU is one of my good ones I run in my 2000 EM1. Aftermarket radio.
